Resolution on the outcome of the European Council in Brussels

on the outcome of the European Council in Brussels

Resolution on the outcome of the European Council in Brussels

The European Parliament,

- having regard to the outcome of the European Council in Brussels,

A. whereas the European Council in Brussels was unable to formulate a Union initiative to achieve a just and peaceful solution to the conflicts in Bosnia-Herzegovina and Rwanda,

B. whereas the only result obtained was the nomination of the President of the Commission, which was not done democratically and on the basis of a serious debate concerning the future challenges facing the European Union, particularly the need to give fresh impetus to the Union so as to make it more transparent, effective and democratic,

C. whereas the balanced participation of women in all bodies in society, including those which hold power, is vital to the proper functioning of democratic systems,

1. Considers that the choice made by the European Council in Brussels reflects a deliberate desire on the part of the Member States' governments to curb the autonomy and power of initiative of the Commission and at the same time to further strengthen the Council, as well as being a clear indication of a trend towards the renationalization of Community policies;

2. Considers on the contrary that the President-elect of the Commission should explicitly undertake to ensure that the institutional reforms scheduled for 1996 make the Union more democratic and effective, notably by enabling the countries of central and eastern Europe to become full members;

3. Requests that, in selecting the members of the Commission, efforts be made to ensure adequate representation of women;

4. Instructs its President to forward this resolution to the Council, the Commission and the governments of the Member States.
